Modem Send/receive lights always on...

I've just plugged my external modem into the COM 2 port on the back of my system and as soon as the power on the computer is switched on, the send/receive lights light up. Windows 98 cannot detect the modem. I've tried using a different external modem with the same effect. Anybody have any ideas?

If it's AT case check if com port cable is connected properly..

If it is than it must be bad port but if you have ps2 mouse you can use com 1 for modem.

(Also check if com2 is enabled in Bios)

No, it's an ATX case. I've tried COM 1, but get the same result. I'll check the BIOS though, but i'm not sure if that will be it for sure.
