Got a weird one....


spent a dozen hours messin with this.

usr263095-oem pci modem.

Got this as a new,bulk from a retailer friend.Has no driver disk.It's a windoze ME plug and play modem.Whatever that is???

Trying to put it in a win98 pc

I downloaded:

3095_win9x_022301 from the usr site...unzipped and burned to cd....twice

installed the modem fine and will go thru all diagnostics in modem properties and responds to all commands.

But when I try to connect i get the "Select Modem Region" screen,and nothing to select.Nothing in the list at all.And since there is nothing to select,the ok button is gray and the screen will not go away without a reboot.

I added several strings to the modem........none worked
I reset the dialing properties 12 times in telephony....
I reinstalled drivers 5 times....downloaded from 2 different sources
I have written to 3 forums......
I emailed us robotics support,response after 3 hours....no oem support available
I have searched microsoft site......
I have visited Many modem pages

Best answer I seen was delete and rebuild telephon.ini


Now I am tired of looking for an answer.Thought maybe someone else has seen this.

I am sure it would work if it knew what region it is in.

What file holds the country code selected?
Can I edit it?

I have added an AT command string in advanced modem settings..AT%19,0,19...nope

Is there a few other commands I could try with this modem?
Being a soft modem,do the regular AT comands work?

Does anyone have a driver that will work?

Thanks.....I'm not lazy...just at the end.....thought i would try here before I throw it in the can.

First, USR isn't trash. You're trying to use an OEM modem with no specific driver that came with it. You say it's a Win ME modem, and trying to use it on Win98. Interesting. If you had a modem in Win 98 and upgraded (loose term) to ME, sometimes it works but other times you need a ME driver (WDM = Windows device driver). I've never heard of a Win ME modem or Win 98 modem specific.

If there is such an animal, being backwards compatible in this case is an iffy. When you installed it, did you get any prompts for "select country"?

You may be beating your head against the wall. I've tried installing an OEM modem before w/o proper driver and it was tough.

Hi Randall Garee,

I don't know if this is the same driver file you downloaded but it says its for Win98 (it may be the same one, I dunno). Its the fourth one from the bottom.

Sorry about the "trash" thing Sarge.

I was tired and aggravated.

I know US Robotics isn't junk.Thats why I paid money for this unboxed modem with no driver disk.Although I can't quite understand why USR has so many models with so many different drivers.

Sarge,I had no region select screen until I tried to use the modem to connect.

Any idea what file contains the country codes that pop up in the "Select modem region" screen?

Well, does the "country" box come up when clicking ISP icon's "Dial Now" button? If it does, try hitting ctrl alt del and "end task" on select country/region (whatever) and see if it proceeds. If it does, you've found an extra step necessary to connect. If it doesn't, I stand by earlier opinions.

Sorry that was the same driver Randall, it was the only one I could find that I wasn't sure of being the same. One note though; one of the driver download sites had a line that said:

Operating System: Windows ME (Note: may work with other versions of this OS).

MAY work? It might be that the modem is just plain incompatible with the Win98 OS. Don't know though. Good luck getting it to work! :)

Well......it installed fine and modem diag works fine.No country boxes on install.

It's when I try to use the modem from DUN the "select modem region"window pops up.

I tried to bypass this by crl+alt+del.I found no task running for anything to do with modem or "region select"


I read the page you posted.Sounds very simalar.Thank you for looking into this.
I am gonna go back and read all the posted articles on that page.

I just wish I knew what file controls this modem region crap.
Maybe the zipfiles I downloaded are missing a dll or something.

will post any info i can find.

Try dialing your ISP # through Hyperterminal. If it's not installed, it's on the CD. Mail me if I can help. I have a site for USR but received a little nasty asking me not to link to it. Never have figured that out ;)

Hey Sarge,
I know this doesn't have anything to do with modems; but just how do you add those links to your posts? Wish I could help with the modem problem. I'm still dealing with one myself, also a USR. Mine is a conflict between it and a software program called Communicate i2000 and thaT darn COM5 port.

Dave, I right click the address bar of desired page and select "copy". Then when you wish to insert it, right click in body of message and select "paste".
