1. Whats the lowest framerate you can go and still have good quality and not alot of choppyness?

2. Whats the best video card for a small budget--150 or less.

1) I would say about 30fps

2) ATI Radeon 7500 or 8500

what about the Geforce 4 MX 460 or 440, they are fairly cheap and do good on benchmarks.

The MX series isn't good. GeForce 4 MX isn't even a GeForce 4, it's more like a GeForce 2. I think the GeForce 3 is less than $150, and it performs better than the GeForce 4 MX. Not only in speed, also in graphic effects.
