Hi Psychodic_Greak,
I'd do some house cleaning on that system.
Run Disk Cleanup or manually go into Windows/Temp and delete everything in there.
Go to the Temporary Internet Files folder and delete everything in here too (of while in IE, go to Tools> Options> Delete Files in the Temporary Internet Files box).
Run a scan for viruses, spyware and trojans.
Check his ISP settings.
If he's using a PCI winmodem, disconnects are a common problem with those. Going with an external serial modem like the US Robotics 5686 will give him much better performance.
