I use Microangelo- great program.

it also has shell integration and can be used to modify desktop, explorer, etc.

some versions of win 98 will let you change a bmp file to an ico file just by renaming them. My old 98 SE allowed me to create a file like this "name.bmp", rename it "name.ico" in MS explorer and then go back to the desktop and simply right click properties and use the change icon click to select my new icon.

very simple but newer versions like ME won't let you do it, and even 98 se puts up a box that tells you that changing the file extension may harm the file, but ignore that it won't hurt it and it'll work. Don't know if this works on other versions of windows, but 98Se it will.

happy icon making
