WinME start menu

Can anyone help me with the start menu. I seem to get a pair of down arrows and need to use them to scroll/show the rest of the menu. This is even if the menu is only 2 or 3 items (favorites too). Also the items are some highlited and some not (different shades of color). I have tried the taskbar check boxes both checked and unchecked and have seen no difference.

Go to start menu> setting> taskbar& start menu and uncheck the use personal settings at the bottom. This should do the trick!
