program won't open: .dll file problem

Getting an error message and Family Tree program fails to open. It suggests reinstalling ole2nls.dll . Copied it from
another machine but I'm still getting same message.
Both machines are Win98 but not same version. If this is the problem can I get a copy from the MS site or where?

Interestingly there were thirteen choices of languages in regional settings- all the same -English US. Anyway I chose one and rebooted and the program opened. Why, and how, the heck this
would have anything to do with the program not opening
beats me !
