can connect to internet but can't receive anything

I need some major help. My parents live in a very small town. There is 1 internet provider. They also live in the country so their connection speed is 28800. Now the problem. For the past month or so, when they log on, the computer dials, the modem goes through it stuff and the little TV's appear in the bottom corner. Then that is it. The front TV (the send) does blink but the back (receive) does nothing. No matter what web site you try to goto it will eventually pop up the window "could not log onto server"(not exact wording but close enough). Also, when you click on the X in the corner to log off, the screen disappears but the connection stays on. You have to click the TV's to Disconnect. Their computer is a Dell system. I have talked with them, and they said since the modem is dialing and the TV's are appearing, that it is not the computer or modem and the problem is the ISP. OPINIONS??? Any suggestions? Need some suggestions before driving to another town to work on it. Did a search for the wsock32.dll and there is only one version on their computer. They haven't installed anything new since the problem began. No storms, computer is plugged into battery backup with surge suppression, as are the phone lines.

Double check DUN settings. Go My Computer, dial up networking. Right click ISP, properties. Select Server Types tab, click TCP/IP settings. Select "use IP header compression" and "use default gateway..." OK out.

Those are checked. Tried it both ways, checked, unchecked then checked back.

If that Dell has one of those Aztech softmodems, uninstall it and reinstall it with a fresh set of drivers.

Check the Internet Options and make sure they aren't set to use a proxy.

Have they installed anything like ad blocking or connection optimizing software? If so, that can raise hell.

Check for a lmhosts.sam and a hosts.sam file - try renaming them as a test.

called the ISP today. They said there was nothing wrong on their end. He had me check the setting in the Network. It was set to the Client for Microsoft Networks. He had me delete all of the components and then set it up for Family logon. Connects fine now and the pages load completely. Only problem now is when you click on the X in the upper corner to disconnect, the page disappears but it is staying connected to the internet. They have to double-click the TV's and then choose Disconnect. Any suggestions for that problem? (which was occurring along with the other problem, didn't just start).

I'm guessing that the little X you're talking about is Internet Explorer's close button.

Well that button is not suppose to disconnect the connection, it's only suppose to close the web browser, the reason being you can do a lot more on the net then just browsing webpages, eg, online games, e-mail, ICQ, list goes on.

So if you wanna disconnect, you do have to do so via the TV screen.

I had the same problem too last time, reet. I contacted my ISP and they gave me their DNS (under TCP/IP settings) and proxy settings. Maybe you could do that too?
