Anyone come accross this before, ERROR INS5176

I need some help guys.
Want to install Microsoft Sidewinder Racing wheel software, but just before the installation is complete this ERROR comes up. INS5176 and or WUTL951.DLL 'has caused and error and this installation will now close". "Please restart and try again" Cannot find this file on the PC. The only software on the PC is Windows ME, PCI & AGP drivers and Norton AV2002 with all Updates.
Installed software:
NAV 2002
Direct X 8.1
Detonator 29.42
Zoltrix Nightingale sound card
Intel HAM Modem software
ME & all updates.
Updated Windows installer
Pinnicle PCTV Rave software
The Sidewinder software is ver 4 (on CD that came with wheel)
