Hi dogchase,
How are you connected to the internet? Modem? Broadband?
What kind of background programs are running on your computer when you're on-line? Firewall? Antivirus?
What are your system specs? INTEL? AMD?
Do you clean out the Temporary Internet Folder regularly? What about the Windows/Temp folder?
All necessary drivers up to date?

If it just started doing this and you're running... what is it? IE 5.0 or 5.5 and higher... you can go into the control panel, into add/remove programs, then find Microsoft Internet Explorer, highlight it, click add/remove and it gives you the option of running a repair instead of removing the software. I was skeptical, myself, but I've found it to correct IE issues in many instances. Also, have you installed any "web enhancement" software? Gater... Gader... whatever... and Yahoo... erm... Bonzai Buddy... blah blah blah... Those things can cause "issues" with browser functionality.

Hi dogchase
I'm hoping since we haven't heard from you, that WinMe is happy again?
Another approach you can use (along the lines of kittyfires Repair IE -which you can also access from the "Tools" menu of "System Information" in your System Tools subfolder of Accessories) --> is to use the System Restore feature to restore your system settings to a date prior to when your 20minute restart trouble began [you might not have a date back that far, and if you've made a lot of changes lately, you may have to redo them]
Otherwise, post some replies to Cricket's spec & changes questions, and we'll give you some troubleshooting ideas.
