When I turn on the new system that I've built w/Asus K7V mobo and w/minimum components installed (video,DRAMM,Floppy), I get brief revolutions from the fans and then it just shuts off.
I've been advised to suspect a low-power PS and also to check for mobo short circuit. I am a novice w/multimeter how do I check for short circuit? Is this valid reasoning?

Usually two things cause a NO POST situation. Bad PS or bad RAM.
Reseat the RAM and try again.
Check with another PS (pull the mobo out of the case, it may be shorted).

To check for short circuit, try to get a POST with the motherboard hooked up to the power supply, but sitting outside of the case. Make sure also that the small power switch plug (on/off switch) that goes to the little prongs on the mobo are not backwards. Other possibilities come to mind: improperly seated Ram or Bad Ram, or improperly seated cpu. It's got to be one of those things, otherwise the power supply is bad. Asus mobo DOA is very unlikely, although not impossible.

SOME ATX cases (econo price) do NOT have a switch on the back of the power supply. If yours does, make sure it is ON.

Try these things and post back.

If fans come on and then shut down after a few spins,suspect power supply.

If your mobo is set to on, your ATX power supply switch set to on, then after plugging in the power cable it should come on for a few seconds then shut off. Not until you turn the computer on with the button on the front of the case will it attempt to post.
