Typically, when I want to browse through my network, it would take a few minutes with the flashlight icon displayed, trying to find all the computers. This is only a network of 3 computers at my home. Does anyone know how to speed things up?

Instead or browsing through network neighborhood, either map a drive or open up explorer and type in \\machinename in the address bar.
reboot

What OS's? What sort of LAN (hub, router, or?)
Static IP's or dynamic?
Peer to peer, or Server/host, clients?

All PC's are using WinXP networked with a router. The network is peer to peer. I have't specifically specified to maintain a static IP under the router, however, my ISP consistently assigns me the same IP.

The quickest way I've found to speed it up, is to map each drive, and make sure there's a tick mark in "reconnect each logon".
No more hunting through Network connections to find the other computers.

Also, make sure all your cards are 10/100 and not just 10 based cards. I put a comp on my network (by mistake) with an old network card and whenever I shared to it it took a lightyear. I replaced the card with a 3com and it was like night and day.
