KVM Over IP is extremely expensive.
Is there an alternative, like a software program I could load into my computers so that I would have access to all their devices via a network or the internet?

Windows XP has something called Terminal Services.
Client is %SYSTEMROOT%\system32\mstsc.exe The "server" must have Remote Desktop Enabled from the Properties of My Computer.
Windows 2000 Server also supports Terminal Services
VNC is probably the most popular free IP based KVM around.

Aside from using VNC with SSH, if you have a VPN tunnel setup and then use VNC inside that tunnel will that protect the unencrypted traffic between viewer and server? Thanks

I have seen Terminal Services setup to work with Netmeeting to give you complete control of a desktop. It can be a security hazard obviously.
I use this app (http://www.radmin.com) for my Win2k machines. It's not freeware (there is a fully functional demo however) but it works very nicely. Also works on a single port so it's easy to set up on multiple machines behind a router.
