Win 98 reinstall

I want to reinstall Win 98. I go to FDISK, try to delete the existing partion, but recieve a msg "could not change partitions, because the disk could not be locked"
All I want to do is put back a nice clean copy and partion the drive into two sections.

See if you can remove the partition with Delpart Partitioning Tool (http://www.russelltexas.com/delpart.htm).
