My PC at work has had the problem ever since I got it and just never bothered finding out how to fix it. Almost all the PC's at work that have 98 on it freeze on the "Windows is Shutting Down" screen. I have to use the PWR button to turn it off. Then when I power on again it runs through scandisc and says windows was not properly shut down. This happens about 3 out of every 4 times I try to shut down. How do you fix it?

I have never had that problem, but I have heard about it plenty of times.
