Seems they are intent on saying Saddam is still in power, still alive and well with that video can speech last night.
But why did he give Praise to Units that have already surrendered?
I personally believe it was pre taped, canned in case he was killed or wounded. (I say the world should demand proof if he is alive they should be able to produce a video with him talking about current events. I am not sure if he is dead or not, but I believe is was at least wounded.

I have heard that the latest video, with specific mention of the fighting around Umm Qasr, was probably not pre-taped. Unless they made a lot of tapes that talked about all possible battles and all possible cities.
I think he was wounded as well, not killed. Saddam would have to be pretty stupid to come out and provide more proof that he is alive, though. The reason that first hit was made last week was because we duped Tariq Azziz into going public to counter rumors that he had defected. When he surfaced, our intelligence tracked him to that bunker where the meeting of high-level government officials took place. Unless Saddam is a complete idiot (and history has shown that he is not), it is not likely that anybody in his government will be going public soon.

He wants to keep us guessing. It gives him the upper hand in that regard.
Not that it is going to help him much in the long run. :)

I wonder if Saddam is still in Bagdad.
Last I heard he has over 8 doubles of him.

They said about an hour ago on CNN that one of the main reasons he doesn't do a "live" broadcast is because there is technology that can track where the live broadcast is coming from and basically pinpoint his location. Can you say "bombing run"? :D

yea, Live boardcast can be traced easy but a recent tape would prove things.
