video AND audio

Hi all,

I have an old computer that gives my the cartoon-like graphics...I have what I think is a video card in my puter that says

Oak Technologies, Inc.
OTIVGA
BIOS 2of2 ODD

My monitor is a

Packard Bell
PB8538 SVGA

Can I upgrade this card??

I have an Intel PCIset processor and only 16 MB RAM in it, so let me know if this will affect anything...
