Documents, Run history being cleared

I'm running Win 2000 Pro and my recent documents in the Documents folder on the Start Menu and my Run history are clearing each time I restart. I downloaded TweakUI and checked the box for "Add new documents to Documents on Start Menu" and unchecked "Clear document, run, typed-URL history on exit" but they are still clearing AND the boxes in TweakUI are reverting back to unchecked for Documents and checked for Clear Run, etc. Anyone know how I can keep these settings upon exit and restart?
