What size is that fan you have?
Does your Radeon already have a fan on the heatsink?
An easy way to help keep a video card cool is to install a slot fan next to the video card.

do slot fans blow in or out? or are there both kinds?

Both I beleive but you would want it pulling hot air from your Vid card I think.

All the slot fans that I've seen blow out...but I think there was something called the PCI Air Conditioner that was installed like a slot fan but had two small 40mm or 50mm fans that you could adjust for direction of flow and they may have blown inward. I haven't seen advertised lately though. I forget who made it.

speaking of AC, i htink you could run a compressor off a 420 watt PSU, and have a mini Air conditioner that took uip a few 5 1/2" bays? wahts wrrong with that? they have refridgerators that run on 75 watts, you might have to insulate your pc htough
