Looks like another tabbed browser based on IE's rendering engine, with the added feature of being able to explore the desktop. Crazy Browser (http://www.crazybrowser.com/) and MyIE2 (http://www.ruihehang.com/myie2/html_en/home.htm) are similar programs. Optimal Desktop looks pretty useful though.
