Is it possible to burn high resolution video files to a vcd without dropping down the resolution to standard 320-240 mpeg-1 format?

If I understand your question right, yes and it's called SVCD. Most programs now-a-days that can burn VCDs can also burn SVCDs.

Nope.
VCD=MPEG-1, 352x240@29.97 for NTSC

You can try to make a non-standard disc, means use a higher res. or higher data rate and see if your player plays it.

The last possibility for a CD would be a miniDVD, that means you create a Video DVD titleset but burn it to a CD. Problem is that only few players play it back and a player that doesn't play SVCD will surely refure miniDVD as well, but, you can try. Running time of the video is about 15 min., though.

Other than that, I'd suggest you to get a DVD burner. Second generation DVD+R/+RW (2.4/2.4) can now be obtained for about $200, so they're not expensive anymore.
