internet connection slow down

i have a friend with a dell dimension 4500. he connects to the internet through his lan (which is connected to his isp, so-net)

he has recently experienced a slowdown while using internet explorer, although his other computers on the lan is fine.

should we re-install internet explorer? or is it a hardware problem?

There are many factors why a conncection slows down, but if I were your friend my first move is do the System maintenance like disk mgt, scandisk and defrag and then check any virus and spywares that had gotten into his Dell. HTH.
