I was looking at the Tt Spark 7 for my P4. I don't know how to say this but; "How good is it?"
Noob alert :D,

I'd stick with the stock Intel heatsink for a P4.
Are you planning on extreme overclocking? That's about the only time you'd need to use a different heatsink. The stock P4 heatsink can handle overclocking easily.
The stock P4 heatsink is also very quiet where the Tt Spark 7 will more be on the noisy side.

Lol, I have never seen an Intel builder with such worries over cooling their CPU! :D You shouldn't worry about temps. The stock cooler is fine as Cricket said. Even with extreme overclocking the P4 won't get above 40 C. Bailey has a 600 mhz overclock and he is using stock cooling I think. His temps are 30 C.
The BEST heatsink and fan are the SLK-900U and a Vantec Tornado 119 CFM. Most fans are only 75 CFM.
