i understand that:

flash=ios
NVRAM=startup
RAM(DRAM)=running

but what purpose does ROM serve?

ROM on a Cisco router contains the equivalent of the BIOS on a PC. You still need to give the basic basic instructions to the system so that it can run IOS.

after asking that i remembered POST, and that it had to be in ROM, but just wanted to make sure.

They also call it BYOBIOS? (Bring your own BIOS)
