ip address forwarder?

is there any cheap/free program out there that sends my new ip address to my e-mail account whenever it changes? i have cable internet so it shouldn't change, matter of fact i don't think i've ever seen it change, but i need to be able to access my computer remotely and i need the ip to do this. anyone know of any programs or services that do this? thanks...
