My friend used to have an admin account with password on this pc. But now he no longer share it with me anymore, how do i delete this account?

You need to be an administrator to delete it (You may do so from the Control panel > User Accounts > select the account you wish to delete and then click Delete this account). Or as an alternative, you can log in as the administrator and delete the account similarly.
Press CTRL+Alt+Del twice at the welcome screen and use the username: Administrator

The built in admin account cannot be deleted, just FYI.

No, the built in Admin account can't be deleted and does not show up in the Control Panel > User Accounts either. However the name of the "Administrator" account can be changed for tighter security but use with extreme care and not lock yourself out of this account by forgetting the new name & password. In the case above the User Account to be deleted has admin rights.

If you have admin rights then you can simply delete another user even if the user has admin rights. If you simply want to change the password, open computer managemnent\system tools\local users and groups\users. Right click the users name and choose "set password". Again, admin rights are needed.

You will then have full control of that user profile.
