We're getting a new computer for our staff room at work, and in the past we've had issues with people messing around with stuff that shouldn't...

So... my question is, what's the best OS to get (we're doing PC) that will give me the most control over what users can do.

I want to be able to set up different user accounts, and let people get those nifty messages (like school's have) like, for example, you try to right click on the desktop and it tells you you don't have enough access. Or you get a message when you try to download from the net and save to the harddrive, or install new software, etc...

the best, most user-friendly, and stable OS for networking is the XP Pro SP1 hands down. Windows 2000 Pro comes in close. Of course, you have to know how to set it up properly.

... oh, i didn't say we're not on a network. we're just going to be using ONE computer... i know you can use XP without a whole network setup, but more detail on the messages..?

yes u can use it w/o a network. the users will just sign on and u'll probably want to put them on limited access, you can restrict some folders and they cant install or uninstall progz. i recommend xp pro sp1 also.

As a member of the department of redundancy department I'd have to recommend Windows XP Pro SP1 as well, I use it on all my x86 machines.
