outlook menu bar gone! HELP!

my menu bar in Outlook 2000 has disappeared. It has not been resized or deselected. I have no right click options to select any toolbars. Have already tried to repair, and uninstall and reinstall. Nothing. It I put the file path in the run box with the /Safe switch it opens up with the tool bar. But it is weird looking. Large buttons with low resolutions. Sort of safe mode looking. Anyone how to get my menus and toolbars back. When pressing alt+v to get view menu up all I get is a clicking noise. And I have already tried the resetoutlookbar switch.

ok, I got the buttons normal looking. They were set up as large buttons. If I open Outlook normally and open a particular email message I get all toolbars and menus. But not in the inbox view. outlook in safe mode opens with all toolbars.
