I have Windows XP home on a 9gb drive and redhat 9 on another physical drive is their a way that I can set it up for a dual boot without having to reinstall anything?

You have to install Lilo or grub to be your boot manager, but I'm not sure how to go about doing that.

It will offer you the option to install lilo or grub (both are bootloaders) during setup. I recommend lilo, but that's just me.
