Huge black border around screen....but only sometimes

I'm playing with my friend's laptop and there is a black border around the screen, but only when the computer is showing the Windows 98 is starting screen and some games. I'm thinking it's DOS that's small. Is there a way to back that bigeer? His desktop and everything is fine.

i have the black border on all my computers its a setting u can switch on in off in the controle panel nothing un normal so dont worrie

That's because a LCD screen does not scale down to lower resolutions. You don't want it to, because if it did, the video would be all blurry and jaggy due to pixel interpolation. LCD's are designed to be run at native resolution. Some notebooks have a BIOS setting to scale DOS screens, but they look terrible when you do. The startup screen is 640x400.
