I'm sorry if this has been asked before, but if i were to buy an OEM Western Digital HDD, would it come with the disks necessary to format and partition it (on a new PC w/o an OS)?

Normally, OEM HDD's do not come with disks.

OEM drives do not come with anything. Software to format and partition the drive come with the OS anyway, since there is no way to even access a drive without an OS.

The last thing you want to use to partition and format a hard drive is the software that comes with a retail hard drive or is downloadable from the manufactures website. These programs can cause problems when you have two drives from different manufactures and can cause certain programs not to function properly. Do it the old fashion way through the OS disk.

okay, thanks, and Windows XP Home OEM would be able to do this, right?

Yep, just pop the Windows CD in the drive and make sure the CD is set to first in the boot order in the BIOS. During the install, you will be given the chance to partition and format the drive.
