No boot up

I just bought a new ATX motherboard Biostar M7VIZ.

I also have 512 DDR RAM,
Nvidia Quadro 4 video card,
2.0 GHz AMD Athlon XP 2400+ processor,
400 watt ATX power supply
Maxtor Hard drive
Compaq CD-ROM

The problem is when I turn on the computer, I get no video, no post beep or anything.The fans on my motherboard spin and thats it. My keyboard does not get power. My CD-Drive does not even open. I can't insert a CD. I did notice this when I unplugged the IDE cable from the CD-Drive. My CD-Drive had power and was opening. I think thats the same problem with my hard drive. I don't know if this makes a difference but my Hard drive and CD-Rom are from my old computer. Which is about 6 years old. Can any one please help me?

Also what brand is your PSU?

Do you have one stick of memory or two? If two, try it with only one, if that one doesn't work try it with the other.

I only have one stick of RAM. I have Ultra 400 watt ATX power supply.

What brand PSU do you have? What speed are your drives? ATA/33 ? Make sure your ribbon cables are plugged in correctly and that the power to the board is in correctly also (look for the little notches). Definately try Pam's link. Make sure nothing is shorting out and try just a stick of RAM with the CPU in and see if it starts? Is the CPU fan even spinning?

if nothing else here is working, including stipring your system down to the bare components, then try removing your lithium battery from the motherboard for a peroid of time, this can range between 30 seconds to 10mins, so keepit out a while, this will reset all the BIOS options, and may be the culprit. or else as suggested it may be a hardware problem.

Also,make sure the clear cmos jumper is in the closed position,some motherboards ship with it in the open position.
Make sure drives are being recognized by bios and the ide devices are set to auto detect.
Make sure ribbons are installed correctly,red line to pin 1 and if you're using an 80 wire ribbon for the hard drive is used,blue to motherboard,black end to master,gray middle connector to slave all devices on 80 wire ribbon set to CS(cable select)
Make sure cdrom is set to master and use a standard 40 wire ribbon,once again make sure red line goes to pin1 on device and motherboard.
Make sure fan for cpu is plugged into cpu header on motherboard.
If there are any jumpers on board,make sure they are set correctly,you may want to set them to auto detect.
