timer driver?

I had a friend call me for help today. She has this coming up on her computer. Basically it can't defrag because there is no timer driver on drive c. And drive c: has fatal errors.

I don't know the specs on the computer. I would say it's 4 years old, runs 98. Can't run xp on it.

Anyway, any clues? Is the hard drive going out?

She can however run the computer, it runs extremely slow. She can get online to access her yahoo mail, but cannot access outlook express mail.
