I believe flash is used in the ads on this site. I would download it, there are a number of sites that require the use of flash, in addition to many interesting flash games and presentations on the net. I don't know how to get rid of the popup if you don't have it.

Download the google toolbar. It blocks popups pretty well. And it's free.
Install Flash. It doesn't harm anything and it's needed more and more. Popup blockers don't stop this type of popup.

That message is not a popup, it cannot be disabled by any popup killer, not even Google; it is an ActiveX Security Warning. To disable any such warnings permanently open Internet Explorer go to TOOLS > Internet Options > Security Tab> click the Custom Level
The first option is Download signed ActiveX controls Set it to disable. While you're at it, check the second option .. Download unsigned ActiveX controls and make sure its on Disable as well.
That should do it, however, it is perfectly safe to install Macromedia Flash, and at times even necessary - it's one of those components that is pretty much a necessity.
Also note that changing the first setting will not give you such a warning about ANY such activex control.
