Think if you want to ONLY buy the Product Keys, you would have to purchase thru Microsoft. I believe they offer quantity discounts, but it's for businesses at 250 pieces (not sure on this).

Well I figure if im building for someone getting those cds will be nice. So I can give it to them.

I would definitely just buy bulk OEM packs of XP, it's my feeling that you should always deliver a CD with documentation (slim as it may be) with a new system. Otherwise, how is your customer going to be able to repair or reload XP if needed? Giving them a burned CD and photocopied documentation is tacky. Large OEM's have the facilities to professionally reproduce restore CD's and documentation.
