Just as the subject says, Windows 98 tries to shutdown, but I don't get the "it is now safe to turn off your machine" screen. The machine looks as though it is going to shut down, the shutting down refreshes, but does nothing more, then it just hangs. Any ideas?

Try to restart in MS-DOS mode.
If you get a black screen with a cursor in the upper left
hand corner then you probably need the WIN98 shutdown
patch.

I have downloaded the Windows 98 shutdown patch, but this machine isn't running Win98 SE, it's the standard version of 98. Does Microsoft have any patches for non SE versions of 98?

I was hoping I could get it sorted out, but even with the troubleshooting guide I am not having any luck. Here is some more information that might prove useful regarding the machine. Firstly, it's a laptop and it does use ACPI (According to the troubleshooter I need to get a fix which I haven't done so yet, but will try that next). After the machine tries to shutdown, it simply beeps once (a long beep) and then hangs, the beep conincides when I believe the laptop should turn itself off. Could this be an indication that there is a problem with the ACPI? I'll try and get that fix if I can find it, but if someone can confirm that this might be the problem, or offer another possible fix, please do, thanks.

Would anyone know where to obtain the ACPI fix (ACPI.sys file, version 4.10.2000)? im running out of ideas and would like to try it at least. I don't really have the time or patience to try and contact Microsoft regarding the problem, thanks.

Just in case it is tied in with standby , try this .
PMTSHOOT.EXE
Found on the Win 98 CD in \Tools\Mtsutil\Pmtshoot\Pmtshoot.Exe
Description of the Power Management Troubleshooter Tool
This article describes the Power Management Trouble Shooter tool
(Pmtshoot.exe). Pmtshoot is a tool to assist you in identifying
the program or device driver that is preventing your computer from
entering a standby (or suspended) state. Pmtshoot monitors your
computer when it suspends, and tries to identify programs or device
drivers that may prevent your computer from suspending.

If you frequently get illegal operation or invalid page fault error
messages in Windows 98, there is a great utility that Microsoft
included which you can use to troubleshoot, find the cause of, and
correct those errors to prevent yourself from getting them again. It
also logs all errors so you can report them to Microsoft or your
software program's vendor so that they can fix the problem. To start
this program:
Click Start, Run.
Type "DrWatson" and press ENTER.
An icon for Dr. Watson will appear on your taskbar tray
( next to the time )
Double click it. From here on you can view detailed information about
your Win98 system.
Recommend putting a shortcut to Dr. Watson in your Startup group,
especially if you frequenty experience crashes, as it will
automatically log all illegal operations and invalid page
faults/general protection faults that you might get.
--------------------------------------------------
Go to START / RUN and type, sfc.exe and press enter. This will run the
system file checker program ( W98 only ) and it will attempt to repair
or replace any corrupt or missing system files.

How to Restore a System file in Win 98
If you have get an error message indicating a system file is not
working and you want to replace it with a good copy from your Win98 CD,
you can use the System File checker Tool. SFC is located in the
Tools menu of System Information. You can find it by Start> Programs>
Accessories>System Tools> System Information> Tools> System file
checker.
An easier way to get to SFC is by:
Click Start>Run
in Open: type "SFC" without quotation marks
Click OK or press Enter key
In System file checker dialog box, you can see two radio buttons."
Scan for altered files" is to Scan your File System and verify
if they have been altered or corrupted.
If you click the Settings buttons in this dialog box, in a new
dialog box you get a number of options.
In this System File checker settings dialog box, an IMPORTANT
cluster of radio buttons, is Backup file before restoring. I
have selected Prompt before backup in that cluster. You may select
Always backup before restoring if you like. You will see a Default
backup location there .You can change it to a different folder by
clicking Change button.
Make your backup file option before starting the File Extraction
The bottom radio button Extract one file from installation disk
is the one you are interested in for file extraction.
Click Extract one file from installation disk radio button
In the "specify the system file you would like to restore" box,
type the name of the file Example. WSOCK32.DLL
Click Start
In the popup window "Backup file", "If you want to backup
the existing file before overwriting it, specify where you want to save
the file, and then click OK. If you don't want to backup this file ,
click skip", browse and select a different folder or use the default
folder but you should click OK.
In the Extract file dialog box, in Restore from : box,
type "D:\Win98" without quotation marks if the Drive letter of your
CD-ROM drive is "D"
Insert your Win98 CD in your CD-ROM drive
Click OK
