Jammed monitor

I have a brand new built 850 thunderbird machine. I am running win 98se. The monitor shuts down after 30min but when we move the mouse the monitor will not fire up and we have to reboot the system. Is it something to do with the HD going to stand by before hand. We do give the system time to fire up but how long should this be?

Any ideas

Disable all power management for the hard drive and the monitor, it's not worth the trouble.
