For example i had downloaded a film from the internet to Backup a DVD i had already bought is it possible to burn the backup to a CD and watch it in a normal DVD player like a standalone one connected to my TV??
Do i have to get a DVD burner or can i burn it normally on a CDRW???

Yes you will need a dvd burner, but they are getting quite affordable now..
You can burn it on a CDR as a video CD. Nero will do the conversion for you, but the quality is poor and not all settop DVD players can play them.

There is also a program called VCDEasy which will give you a slightly better quality picture than Nero will. But VCDEasy requires a seperate encoder like TMPGEnc to encode the video to a MPEG 1 or 2 compliant stream (MPEG 1 for a VCD, MPEG 2 for a SVCD). Where as Nero is much more forgiving and should do it on the fly.
But glc is right, the quality will be poor compared to a DVD - unless you split the movie onto 4 CD-R's. But that's a hassle unto itself.
