I have seen a lot of dat movie on the net. what program can create dat?

That'd be a Video CD. Nero can do that, for example, and VCDeasy is another example.
The dat file is just a VCD conform MPEG-1 file with a different header.

DAT videos are MPEG files that use some special resolution, used for VCDs.

You're both half right.
A .dat file is an image file of something...not necessarily a video, but usually an (S)VCD.
They are not necessarily special resolution.
