Help me!! IE is messing with my head!

Help me! I am unable to get to a lot of pages that require some sort of secure transfer, such as internet banking and university registration pages. I get a message that says the page cannot be displayed.
Any help would be greatly appreciated. I have tried altering to security setting to no success. I am using IE, by the way.

Make sure you are running the 128- bit encryption. While in I.E. choose Help>About Internet Explorer and it will give you your Cipher Strength. You can upgrade if necessary at the Widow's Update Site.
