When my computer starts to boot up, it makes some weird noise. I think it's the fan of the video card. I installed this video card for about 4 months now. Its brand is Mad Dog. When I first installed it, the computer checked for the digital sign to make sure it's compatible and it wasn't compatible or digital sign. Is it ok to install a device that is not digital sign? like Microsoft compatible or something like that. Is there any other fan other than the video card fan? Thank You.

don't worry to mutch about drivers that arent signed by microsoft, it just means that they have't been tested by micorsoft, but they have fallen behind a lot and some divers don't get tested at all.

about your questions about fans; that depends on your computer but there should be at least tw more fans one for the cpu and one for the power suply. most modern pc,s also have extra case-fan(s)

when did your pc start to make this noise???

The Digital Signed, just means that the drivers were submitted to MS, and I suspect that the submission of the drivers also requires some money to be sent also. As such not all drivers are submitted. For instance, several versions of the C-Media onboard audio drivers will get the warning box when installed on XP.
This is basically meaningless and the drivers will work fine.

I might have to take out that video card to see if it still make that noise. Before taking it out do I have to uninstall it?
