is there a way that i can find out who sends me something by using there address in number form(162.34.188.0) other then tracert and programs like hypertrace?
i mean if i actually want to find out "who" is sending
me stuff, like their name?

yes and no......
You will only find there ISP,not there name.
The ISP can tell who it is from the IP and time that it was loged from there records.However I dought they will tell you.

Depends on where you get the information of IP source from. For example if you were to check out email, even supposed anonymous email, when constructed by amateurs, reveal way too much info like the username etc.
Sometimes the IP address in itself can reveal the username. For example if you have an IP address that works out to:
gh-1234124-b.chic.isp.net the front part is likely the username.
There are a lot of ways information canbe revealed, unfortunately creating a pattern is harder.
The important thing on cyber realestate is not the name of the person but the username.
