would it burn correctly on a 700mb disk? would it has data loss?

You probably would lose data. I think the reason it's bigger on disk (correct me if I'm wrong guys) is that it has to burn the information in segments, or bundles, when done on a disk.

EDIT* If the "size" is 692 it should fit onto a disk.

The size is 692 and the size on the disk is 727 ? Well, the normal difference between size and size on the disk is that the data is stored in clusters, which have a defined size. And even if you don't fully use the size of a cluster, the entire cluster is used and you can't use the free space of the cluster.
But that's only KB. Even a 32,9 GB TV capture that I have here on my hard drive is only 4 KB bigger on the hard drive.
Dunno how you can have such a big discrepancy, but if the real size is 692 you should be able to burn it as you don't use clusters there (as long as you don't use Packet Writing). Just drag the file into the burning program and it will tell you.

Yes... that size discrepancy is possible, I've burned many files that way... go ahead and do it... your burning program will tell you if it's going to fit or not.
