Internet Explorer settings won't stay set

Hi all, I have a computer running ME, and IE 6.0. I set it to always dial my connection, but upon reboot, it reverts back to never dial a connection. Also, When I go to create new message throigh IE, it won't open a new message dialogue, although the programs settings are correct. PC has no viri, no spyare, and an in-place reinstall of ME was just performed.
