I used up my year subcription for NIS and NAV and is it ok to sell them and if so will it start out fresh on someone elses computer????????

It wont start fresh, I think there is some knind of ID in the program that lets them know. If you reinstall you will have a full year untill you update and then you will have the real time left.
Read the EULA, if it's not illegal to do that, it's certainly unethical at the least.

They only started doing ID's and key codes in their 2004 line-up.

Even if you do install in onto another person's computer, you would need to register for an year's subscription which is...well, kinda useless. When you buy a software, you're paying for the right to use it, and not the software itself. Right now, you don't have the rights to use it, since your year was up.
Even with that, I would recommend going around NAV and NIS 2003, more so for 2004. I would recommend the NOD32 AntiVirus System, from ESET - it's 40 USD for an year's subecription. It is a verrrryyy nice AV - I'd recommend it highly.

You still have the rights to use it, just no updates.
I agree, NOD32 is much better than any norton IMO. Kaspersky is also a other great program.
