cant delete

hey all,my friend is having a problem trying to delete a file.when she tried to delete it from desktop to recycle bin it say's it is being used by a program/other person,when it is not.i told her to reboot and try and it didnt work.it is a file she used on adobe illistrator.she is running window's xp.look forward to someone's help

Here's my trademark manouevre, works every time
Go into Run>type 'cmd'>type 'cd'+ the names of the folders containing it until you reach the required one >type 'del'+the file name
