Never tried to make one but I have nero express and it has the option to make a bootable data disk.

here is a clip from a pcmech news letter , it might help

Create a normal bootable floppy diskette. You will want to ensure that it has any software and drivers you want on it. Additionally, put a generic CD driver on it so that it will activate the CD-ROM itself and make it usable once the system as booted.
Check the config.sys and autoexec.bat files to ensure that there are no specific drive letters in it.
Make sure your boot process does not attempt to write to the diskette upon booting. Set the files to read-only and, if possible, write-protect the disk.
Test the bootable diskette by booting the PC from it.
When satisfied the disk works, use your CDR burning utility of choice to to burn a copy of it to CD. Select the "bootable" option (this will cause the program to prompt you for the diskette you just made). You can burn any other files you wish to the CD as well, in the same burning session.

the full artical is in issue number 18

If Im not mistaken, somewhere in this forum this issue was mentioned. Somebody suggested F-Prot.

F-Prot is a virus scanner, not a boot CD maker.
