Try deleting them right after a restart.
Try deleting them in safe mode. Try dropping them in the shredder in Spybot. Try move on boot.

If none of those work I can describe a method to delete it from the command prompt that I had to use once.

Process Explorer is a great tool to determine exactly which programs are using the files you want to delete. You can also force the programs to close those files so you can delete them, although if Windows itself is using the files and you try to release the file handle, hello BSOD! I've learned that from experience.

If you're really struggling, go into your run menu and type cmd
Then type cd ^, where ^ is the folder names, and keep going until you reach the folder containing the files to be deleted Type dir to make sure they're there Finally, del ^.^ should delete the file in question. I've had the exact same issue, and this is how I always solve it |

Just to add to that, I had to kill explorer.exe in the task manager, since the file was being used by Explorer (not sure why). You can bring up the run menu by pressing Win (Windows key) + R
