Is this a good deal?

I'm looking into building my 1st PC. I want to experiment with cheap/budget stuff and I found this on tigerdirect.com:

I'm will basically use my PC for microsoft office, web browsing and watching movies.

Can I do better than this combo listed above?

Mach Speed is not known to be a quality motherboard brand. I wouldn't trust it. And it's a VIA chipset, another negative. Plus, that price is dependent on rebates, which is yet another question mark.

I'd also avoid shopping at TigerDirect. They do not have a very good rating at www.resellerratings.com, and many people here have had problems.
