No video signal out from onboard vga

I'm a newbie to the building world, and I can't even get a signal to my monitor. Here are my specs:

Biostar IDeq 200s
Mobo: P4SBA Sis 615
Intel Pentium Celeron D 2.5 GHz
Wintec 256MB DDR (2700)
Maxtor 200GB HD
NEC DVD RW+

I can get the computer to power on, and I see and hear fans moving. When I hit the reset button the LED's on the keyboard flash. I know the monitor works because I can get it with my laptop.

So does anyone have any idea as to why this might be happening? Is there a jumper setting that I have to use to activate the onboard video instead of using the AGP slot?

Any suggestions would be greatly appreciated.

I take it this is a new build never run before?
Are you getting any beeps out of the machine when it starts up?

This is a new build. All new components.

No beeps or anything, just the fans.

If you are not getting any beeps that means the machine is not POSTing (Power On Self Test), the most likely cause is a faulty component, but it could also be a short between the motherboard and case, read this thread here about building your machine outside of the case and hopefully you should be able to track down what is causing your problem.

I'm Getting 3 Beeps

This is on a system I know was working before with same monitor.
Had it stored in closet for a while then when I hooked it back up I get a "No signal " message on either of two known working monitors...
Suggestions Please?
